Hi Noah,
Thank you for posting your query in Microsoft Community.
I understand that it asks for administrator privileges when you try to play Halo Combat though you are the only user account on the PC with administrator privileges. Let me ask you;

- Did you install the game as administrator?
Let's try the following methods and check.
Method 1: You can try turning off the User Account Control, follow the steps below:
1. Open User Accounts by pressing Windows key + X, clicking Control Panel, clicking User Accounts and Family Safety and then clicking User Accounts.
2. Click Turn User Account Control on or off. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
3. Select the Use User Account Control (UAC) to help protect your computer check box to turn on UAC, or clear the check box to turn off UAC, and then click OK.
Disclaimer: User Account Control (UAC) can help you prevent unauthorized changes to your computer. It works by prompting you for permission when a task requires administrative rights, such as installing software or changing settings that affect other users. We don't recommend turning User Account Control off. If you do turn it off, you should turn it back on as soon as possible.

Method 2: Due to Windows 8.1 added security mechanism, you could be facing this permission issue. Hence if you need to access, take ownership of the drive and assign rights or permission to the drive.
Here is guide on How to take ownership and grant permission in Window 8 (applicable to Windows 8.1 as well).
Also, refer the suggestion provided by Ronnie Vernon from the thread link below:
Hope this information is helpful. Please feel free to reply in case you face any other issues with Windows in future.
